I have the honor to acknowledge the receipt of your letter of the 27th ulto. enclosing a Certificate of measurement of the British Steam Ship "Ichang". Official No.: 68,475, as made by Mr. A. R. Cairns, a competent Marine Surveyor of this Port; and requesting that I would endorse Mr. Cairns' measurement on the "Ichang's" register.

It is my duty to call your attention to the circumstances under which changes in the tonnage of a British ship are endorsed on such vessel's register.
Section 26 of Merchant Shipping Act 1854 states that "Whenever the tonnage of any ship has been ascertained and registered in accordance with the provisions of this Act the same shall henceforth be deemed to be the tonnage of such ship unless any alteration is made in the form or capacity of such ship, or unless it is discovered that the tonnage of such ship has been erroneously...
